John Locke was an English philosopher whose work laid the foundations of empiricism and modern liberal political theory. His Essay Concerning Human Understanding argued against innate ideas, holding that the mind begins as a blank slate and all knowledge derives from experience. His Two Treatises of Government argued that political authority derives from the consent of the governed, that individuals have natural rights to life, liberty, and property, and that revolution against tyranny is justified.

The end of law is not to abolish or restrain, but to preserve and enlarge freedom.
